A comprehensive plan for economic development in South Sudan was developed by the Joint Assessment Mission (JAM), a team consisting of experts from the World Bank and United Nations and representatives from the National Congress Party (the former military regime of northern Sudan) and the Sudan people's Liberation Movement (the former rebel movement of South Sudan).
